While this has been certainly talked about, but now we have confirmation that there will be no english dub for the european version of Yakuza 3, according to VG247:
Sega’s just told VG247 that the European version of Yakuza 3 will contain only Japanese voice-overs with English subtitles.

Eurogamer.pt reports today that the recent success of Yakuza 3 and Phantasy Star Portable have encouraged Sega to take bolder risks and release many more quality titles, despite the current world economy.
Sega referred to End of Eternity, Bayonetta and Puyo Puyo 7 as a commitment to the company’s bold new strategy.
