In a surprising interview with Famitsu, Sega developers were actually asked about the Shenmue series and they had this to say:
In this year’s issue, Sega talked a bit about the oft-requested Shenmue follow up. It’s a title they still think a lot about doing, however, sales are a factor. Neither of the previous games sold [...]

As Sega of Japan’s upcoming releases will be highlighted soon on December 28 on Gamespot, the editors of that website returned from the japanese Sega headquarters after they confronted the developers on those games and some other nagging issues, it’s worth a read but give here’s some quotes for everyone:

We thought Sega would never do it, but they did… Sega icon Ryo Hazuki returns to the video gaming spotlight in Sonic & Sega All-Star Racing. And he’s driving a bike and a forklift. Oh, joy!

According to a survey on the latest Famitsu Weekly, Sakura Wars and Shenmue rank nº1 and nº2 as the most wanted sequels in Japan, more here:
